If you apply to Provincial Directorate of Social Security* in three months after your first registration, your health insurance will be provided by The Republic of Turkey.
Its monthly fee is 40,86TL (approximately 18$ or 14€).
A request letter and proof of graduate shool registration document are enough for your application.
